Serving West Belmar

Gutter work for West Belmar houses, owned or rented, including checks before a lease or a closing.

Howell Gutters has spent more than 20 years installing, repairing and cleaning gutters in West Belmar and across this part of Monmouth County. We work for owners who live in their houses, for landlords who rent them out, and for buyers who want to know what they are taking on before a closing. Each call starts with the roof and the ground around it, not a price sheet.

Our seamless gutters are formed on site from coil, one continuous piece for each run, and the gutter and downspout sizes are chosen for the roof area that feeds each run. Before anything new is hung, we check the fascia board behind it for rot and show the owner any soft wood before we replace it.

Cleaning visits end with every downspout flushed and the debris bagged and hauled away, and each cleaning or repair comes with before-and-after photos. That record matters most when the person paying for the work does not live in the house, which in this neighborhood is more common than many people assume.

Rented Houses, Not Apartments

Who Rents in West Belmar

West Belmar is a small census-designated place inside Wall Township, about 0.47 square miles of land with Route 35 along its western edge. Its rental housing does not look like a typical rental market. The Census Bureau’s 2024 five-year estimates count 221 renter-occupied homes, and 163 of them are one-unit detached houses rather than units in an apartment building.

Only 13 renter households are counted in three- or four-unit buildings, and the small-area margins on these figures are wide. Even so, the reading is plain: about one occupied detached house in seven here is rented, so the gutters on that house belong to a landlord rather than to the family living under them.

Why a Rented House Changes the Gutter Job

On an owner-occupied house, the person who hears a gutter overflow at night is the person who pays to fix it. On a rented house those are two different people. The tenant sees water sheeting off the front edge or pooling by the back steps, while the owner may live elsewhere and only hear about it secondhand, days later.

That gap is where small gutter problems grow. A clogged outlet becomes an overflowing run, the overflow soaks the fascia, and the fascia softens until hangers pull loose. We write our reports so a landlord who has never climbed a ladder at the property can see exactly what we found, where it is, and what we recommend.

A Year-Round Neighborhood

West Belmar is not a summer-rental pocket. The same Census estimates count only 14 vacant units, every one of them held for seasonal or occasional use, with a margin of error larger than the count itself. Rented houses here are mostly lived in all year, so a gutter that fails in February is somebody’s problem that week.

That also means our cleaning and repair schedule follows the trees and the weather rather than a rental calendar. Fall leaf drop and the first hard freezes are the usual times a clogged gutter gets noticed, and we schedule visits around the people who actually live in the house.

No Township Inspection at Sale or Lease

What Wall Township Asks For at Resale

Wall Township’s Building Department states in its published FAQ that it does not require a Certificate of Continued Occupancy on the resale of a home. What the township page does list for a sale is a smoke detector, carbon monoxide and fire extinguisher certification issued through Fire Prevention.

That certification covers life-safety devices inside the house. It is not a walk around the exterior, and nothing in it looks at whether a gutter is sagging, a seam is dripping or a downspout is dumping water against the foundation. The FAQ is an older document, so treat it as what the township page says rather than the final word.

No Visit at a New Lease Either

We also found no Wall rental registration or tenant-change inspection in our searches. That is a reading of what we could find, not a confirmed answer, and a landlord should check with the township directly. In practice, though, no municipal visit appears to be positioned to catch a leaking gutter when one tenant moves out and the next moves in.

So the condition of the gutters on a West Belmar house at a sale or a new lease depends on whoever chooses to look. That might be a buyer’s home inspector, the landlord, an observant tenant, or us. If nobody looks, the first sign is often a stained ceiling or a wet basement wall.

What a Home Inspector Covers

Buyers who hire a licensed home inspector do get a look at the gutters. New Jersey’s home inspection rules, N.J.A.C. 13:40-15.16, require inspectors to inspect and report deficiencies in the roof drainage system. That report names the problem, but it is not a repair plan with downspout sizes, pitch corrections and a price attached.

Sellers and landlords often learn about gutter problems only when a buyer’s report lists them, and tenants rarely see one at all. That is the gap our gutter checks fill, and it is why we put the findings, photos and recommended work in writing that can travel with a lease file or a purchase contract.

Gutter Checks Before a Lease or a Closing

What We Look At

A pre-lease or pre-closing check starts on the ground. We walk the house and follow every downspout to where its water lands, because a leader that empties against the foundation does more harm than a gutter with a small leak. Then we go up and look along each run for sag, standing water, separated seams and loose hangers.

We also look at the fascia board behind the gutter, at the drip edge and gutter apron where the roof meets it, and at any kickout flashing where a roof edge dies into a wall. Soft fascia gets photographed and shown to whoever ordered the check, whether that is the owner, the buyer or the agent handling the lease.

Where the Water Goes on a Small Lot

West Belmar is tightly built. At the 2010 census it held about 2,325 housing units per square mile, and nearly all of its homes are detached houses, so the side yard between a downspout and the next lot can be short. Where a leader discharges is often a question for the neighbor as much as for the owner.

The neighborhood sits at about 30 feet with no water frontage, so roof water here is a lot-drainage matter, not a tidal one. New Jersey’s edition of the 2021 residential code asks for grade to fall at least 6 inches within the first 10 feet from the foundation, and we check whether a downspout’s landing spot works with that slope or against it.

When water lands in the wrong place, we propose a fix: a longer extension, an underground downspout line to a pop-up drainage emitter, or a drywell where the yard allows one. We never tie a leader outlet into the sanitary sewer, and our estimate states where each outlet will discharge.

Timing the Check

For a sale, the useful window is before listing or right after an offer, while there is still time to repair or credit the work. For a lease, it is the gap between tenants, when the yard is empty and we can get a ladder to every side of the house without working around someone’s furniture or car.

Either way, the photos we take become a dated record of the gutters’ condition on that day. A landlord can keep it with the lease, and a buyer can keep it with the closing papers, so a later disagreement about when a problem started has something to go on.

Landlords, Tenants and Older Houses

Making the Gutter Call

In a rented house the tenant usually spots the problem and the landlord often pays for the fix, and who handles what is set by the lease, not by us. We take calls from either side. When a tenant calls, we ask who owns the house and get the owner’s approval before we quote or start work.

Our estimates list new gutters and repair work on separate lines, because New Jersey taxes them differently. Under the Division of Taxation’s guidance, new gutters can be an exempt capital improvement documented on Form ST-8, while a gutter repair is a taxable service. A landlord tracking costs on a rental house will want that split.

Every contract is written to New Jersey’s home improvement rules, including the three-day cancellation notice. That protects an owner who signs from out of town just as it protects one who signs at the kitchen table.

Repair or Replace on an Older House

West Belmar’s housing is old. Of the 1,240 homes in the 2024 Census estimates, 567 were built in 1939 or earlier, and only 92 date from 2000 on. Houses that age have often been through several sets of gutters, and the fascia under the current set may carry decades of paint.

On any house built before 1978, work that disturbs painted fascia and trim falls under the EPA’s Renovation, Repair and Painting rule, so we plan the work to contain paint dust and chips. Where the fascia is sound and the gutters are only clogged or loose, a repair with new hangers, resealed seams and corrected pitch is often enough.

When the runs are rusted through, pulled off the house or undersized for the roof above them, replacement makes more sense. Where the roof area calls for it, we install 6-inch K-style seamless aluminum formed from .032 coil, with 3x4 downspouts and hidden hangers rather than spike and ferrule. On a house whose age and style suit them, we match half-round or copper work instead.

Guards for the Trees on the Lot

Gutter guards help a rented house most, because the tenant may never think to clean them. We match the screen to the trees overhead: oak leaves and pitch pine needles behave differently, and fine needles slip through screens that stop broad leaves. Stainless steel micro-mesh handles needles better, and we say so when a cheaper guard would not.

Monmouth County Mosquito Control asks residents to keep gutters clean and properly pitched, since standing water in a sagging run can breed mosquitoes. On a year-round street of closely spaced houses, that is a neighbor issue too, and one more reason to get the pitch right.
